Article tab order based on dictionary preferences

Users should be able to specify their preferred dictionaries. When multiple articles are available the
tab with article from preferred dictionary should be selected.

Automatically select tab with article from most recently used
dictionary">r664:38612ce244b4]1 . When user explicitly chooses article tab
corresponding dictionary becomes "preferred" (each user choice is recorded
with a timestamp), so next time multiple articles are available, tab with an
article from most recently used preferred dictionary is selected.
