Moved the debugging option down below where the default config is set. This means no errors with be through if the debug config option isn't set in config.php

Updated ImageReplace module with new path methods.

Simplified the include paths functionality. Each module path isn't included now. Instead, the Scaffold_Module::load_library function just uses get_called_class() to do the find_file. This means less time spent searching for files.

Split CSScaffold's controller functionality out into it's own Controller class which it now extends. This moves the basic controller functionality, such as config and caching and lets the CSScaffold class focus on doing what it's built to do.
