Reject incorrect modulo specifications

Now the parser rejects incorrect modulo specifications with an error and a hint to the correct format. Fixes #135: modulo scheduler does not work with weeks Signed-off-by: Marco van Wieringen <marco.van.wieringen@bareos.com>
