Most people don't know, but 2009 perl is not the same as 1994 perl.

Perl in 2009 is more active than even in 1999. See http://search.cpan.org/recent for the kinds and frequencies of contributions that are being made to CPAN. It's a good time to be hacking Perl.
There were a number of reasons to choose perl: admins (this is backup software!) tend to know Perl; Perl's C interface is simple and straightforward; we already had a good amount of Perl in the codebase, but very little of any other scripting language; and Perl has been pretty stable for a long time (Amanda has strong backward-compatibility requirements).
