[Python3][Devel] build root with python3

• Build root with Python3
• create and add llvm/lib/python3.6/site-package in to PYTHON3PATH
• added a dummy tool python2to3 to create a symlink python pointing to python3. This will force every #!/use/bin/env python to run python3
