Changes for O2O deployment and monitoring #14437

These changes are required to replace the old dropbox service with the condition uploader for the non-critical O2Os.

In addition, we provide wrappers for running the O2O jobs in a monitored environment.

This pull request is fully signed and it will be integrated in one of the next CMSSW_8_0_X IBs (tests are also fine). This pull request requires discussion in the ORP meeting before it's merged. @slava77, @davidlange6, @Degano, @smuzaffar
