Various improvements for O2O jobs management

In this PR:

• o2o commands share the path for the authentication file with the rest of Conddb applications
• o2oRun supports implicit resolution of the destination db/tag
• popconRun does no longer require an input json file
• Ecal O2O scripts are modified to use the above features
