Clean unused HCAL DB packages

I identified two packages of unused, unmaintained HCAL DB code: OnlineDB/HcalCondDB and CaloOnlineTools/HcalOnlineDb. I have removed these packages to reduce the incidental maintenance and dependency burden from their continued existence.
