[92X] RelVal tests for new alca workflows

This PR edits the production set of relvals adding workflows to test:

• ECAL pedestal creation in PCL
• new AlCaLumiPixel alcarecos running from ALCARAW
• new AlCaLumiPixel alcarecos running from RAW
