Tools for the management of the payload boost version

The purpose of this PR is to allow the control of the boost versions of the payloads stored in the condition db.
The main aims are:

• Modify existing copy tool to check that the updates ( adding new payloads ) to existing tags are compatible with the capability ( in terms of boost version ) of the consumer CMSSW release
• Provide a tool for list the current versions
• Provide a tool to update the bookkeeping tables
  No changes are made on the C++ code ( producing or consuming the conditions )
