CTPPS geometry for 2018 data taking

Added CTPPS geometry for 2018 detector configuration.
Moved part of 2017 geometry inside a specific directory.
Use of Data Base as default method to load the Ideal Geometry instead of direct reading of XML files.

• CTPPS geometry moved to DB for both 2017 and 2017 configurations: this is the default access in standard sequences
• xml file access to CTPPS geometry still possible, and files for 2018 geometry are also added with this PR: it will get disabled, and the corresponding xml files removed from the release, as soon as the DB access will be fully debugged

This pull request is fully signed and it will be integrated in one of the next master IBs (tests are also fine). This pull request will now be reviewed by the release team before it's merged. @davidlange6, @slava77, @smuzaffar, @fabiocos (and backports should be raised in the release meeting by the corresponding L2)
