OnlineDQM: uGMT DQM plot improvements CMSLITDPG-466

Description:

• Add labels for the link number vs. BX histograms
• Set minimum of the y axis range to 0 for hwCharge, hwSign, (hw)phi/(hw)phiAtVtx plots
• Create an input link vs. charge 2d plot
