Add layer counting capability to PixelActivityFilter #22952

Backport of #22951

Adds possibility to cut on number of pixel layers with clusters for the 90m beta* run.

A new Pull Request was created by @JanFSchulte (Jan-Frederik Schulte) for CMSSW_10_1_X.

I found follow errors while testing this PR

When I ran the RelVals I found an error in the following worklfows:

This pull request is fully signed and it will be integrated in one of the next CMSSW_10_1_X IBs (tests are also fine) and once validation in the development release cycle CMSSW_10_2_X is complete. This pull request will now be reviewed by the release team before it's merged. @davidlange6, @slava77, @smuzaffar, @fabiocos (and backports should be raised in the release meeting by the corresponding L2)

Have you considered the possibility to add a black list of modules (detid) not to be considered when the number of hits are computed?

@venturia No, I have never considered this. So far there has been so request from the users of this filter to be able to do this.

Since I have understood that the people interested have to tune the cuts, I am wondering if rejecting noisy modules could be part of the tuning process and, therefore, this feature could be useful
