HCALDQM: HB TDC fix (10_6_X backport)

PR description:

Fixes the plotting of HB TDC, which has only 2 bits, not 6 bits as in HE/HF.

PR validation:

Passes runTheMatrix test on Run 3 workflows. Correctly plots HB TDC for MWGR3 data.
