DD4hep: get a current node SpecPar value by name

@ianna sorry, how was this validated?

@fabiocos - this code is required by the RPC geometry builder to get the "nStrips" which is not in the CMSSW yet. @slomeo has checked that it gives the identical to DD results as expected. The validation test will be part of the RPC package.

@fabiocos - it would help to have this in an IB before @slomeo submits his PR for the RPC geometry builder.
