Add global tag for 2021 heavy ion run #29078

PR description:

This PR is intended to support PR #29032 and should be tested and merged along with #29032.

This PR adds a new key, phase1_2021_realistic_hi to autoCond and an associated global tag. The new global tag is based on the current phase1_2021_realistic GT, 110X_mcRun3_2021_realistic_v8, with the addition of several new tags for HI tracking [1]. The GT diff with respect to 110X_mcRun3_2021_realistic_v8 can be found at [2].

This PR can be merged ahead of PR #29032. It would be convenient to have this PR merged as soon as possible because another PR that changes conditions for all Run-3 scenarios needs to be introduced.
