Bug fix: TrackerTopologyEP added and Warning log file added #3400

Due to the absence of TrackerTopologyEP configuration in some workflows, the monitoring of the noise ratio failed silently. Warning messages added to the cronjob log file to avoid similar problems in future

This pull request is fully signed and it will be integrated in one of the next CMSSW_7_1_X IBs unless changes (tests are also fine). @nclopezo, @ktf can you please take care of it?
