remove more CMSDEPRECATED_X warnings from RecoTracker

Title says it all, part of the migrations in #31061 and #36404.
Removed most of the CMSDEPRECATED_X warnings in the RecoTracker subsystem from CMSSW_12_3_CMSDEPRECATED_X_2022-02-11-2300.

PR validation:

cmssw compiles.
