Use a time window when comparing results for stall graph #37638

Put together times that are less than a millisecond when building the graphs. This allows much longer jobs to be viewed.

PR description:
Put together times that are less than a millisecond when building the graphs. This allows much longer jobs to be viewed.
PR validation:
With this change, I was able to graph stall results which previously ran out of memory before being able to generate the graphs.
