New Global Tags for running the new features in 72X. Removes also the customisation for L1T conditions in Condition DB v2.

wf 4.75, reported as failing in previous IB, works. Given that the error pattern in the other 4.7x wf is the same, I assume this cures the problem.

As agreed, given that the porting of the L1T payloads in the Condition DB v2 was successful, I removed the customisation in autoCond v2 reading from the old DB: see diguida@93b19dc
