relocate HcalCaloFlagLabels from RecoLocalCalo/HcalRecAlgos to DataFormats/METReco

• HcalCaloFlagLabels are moved to DataFormats/METReco
• HcalCaloFlagTool is split off into DataFormats/METReco/interface/HcalCaloFlagTool, since it's rarely used

This removes dependence of DF on Reco
