Update ConfigDP to correctly handle DQMIO configuration @ Tier0

Most relevant update:

• further protect ConfigBuilder from running MEtoEDMConverter together with DQMIO;

also in this PR:

• update express and prompt test scripts to use exactly the parameters set by Tier0;
• override the default connection string for conditions to use the right frontier servlet for Tier0 as discussed in https://hypernews.cern.ch/HyperNews/CMS/get/tier0-Ops/895/1/1/2/1/1/1/1/2/1/1/1/1/1/1/1/2.html;

This overrides the PR #8564.
