I have added a search block to a global area within the header file. I set it to post the results to a different page, however it just makes the query on the same page:
"?search_paths%5B%5D=&query=test"
When I move this global area to a page template it seems to start working and posting to the other page as it should.
"results?query=test"

This is how the search block is configured in the default elemental theme, and it works as you'd expect. For unconfirmed and untested bug reports you should really be posting to concrete5.org's bug tracker instead of here.
