Network: Add network.address.serialization.resolve setting (defaults to false) to always resolve publish address based on host name #1899

Note, this setting needs to be set on the actual nodes that publish their address, since thats where the address gets serialized. We could, potentially, in the future, always also serialize the host name, and then the flag can be set on the client side, but that will break backward comp.
