Right click "Modified" group -> "Stage selected" does nothing

I would expect that activating "stage selected" on the "modified" group would stage all modified files, but it doesn't seem to do anything. If you select the group and then click "Stage" from the "Actions" panel it works as expected...

usability: Allow un/staging all by right-clicking on top-level items

We can now stage or unstage all files by right-clicking on the
'Staged' or 'Unstaged' icons.
