    <message>update build.bat

As the batch file itself says, this is not expected to work, in
general. Rather, I (Jamis) use it when building a new windows
release, and so I keep it up to date with my current windows
configuration.

If someone wants to work on a more general build environment
for windows, I'll be happy to include it.</message>

    <message>Update the sqlite3-api wrapper implementation.

This updates the swig-generated C file, so that people can build sqlite3-ruby without needing swig around. Also, the makefile is built on-demand by extconf.rb so we don't need it in the repo.</message>

    <message>Fix a few broken tests (and comment out a few that appear to be broken due to sqlite3 bugs). Add a pre-built sqlite3_api_wrap.c and make the extconf.rb not try to build it every time. Make extconf.rb die if asked to build the wrap.c file and swig is not installed.</message>
