Removed draft-status appearance from conditionnal block, since it bugs some times (not a JS expert, don't know why)

When a new draft is saved, the proposal to restore old one should be (at least) hidden

Added links to restore or delete a draft (DON'T WORK FOR THE MOMENT)

Fixed: 'lock_version' was not a good idea since it's a magical column in active_record, incremented automatically ; renamed it so that drafts are saved with the good, current lock_version of the issue

Do not save draft if notes is blank : this plugin is here for saving loooong notes, not for saving drop-down menu values

Tiny style update

The admin layout requires Redmine 0.9.0 or higher ; moreover I didn't run any test with redmine < 0.8.7, so it will be more secure if people want to use this plugin

Our admin task should be rendered within admin layout so they'll have the admin sidebar

Updated admin/index view : removed created_at column, and added instances column

Simplified images for the plugin, since many themes only use 16x16 icons now ; TODO: adapt it to current theme

Cleaned images and updated stylesheet due to recent modifications in redmine core (not the same css class appended to admin links in admin/index)
