Here's what I'm referencing:

They don't specify exactly what forward-compatibility settings they mean, and it doesn't affect what devices your app appears on the Market to. To make a weird metaphor, a targetSdkVersion of 4 would mean that Android 1.6 devices would recognize your app as a native-born citizen, not just a naturalized one.

You might want to add targetSdkVersion="4" to your uses-sdk element. It's not clear to me what specific things this does, but the Google docs say it tells phones running the targeted version (1.6 in this case) that it doesn't need to give your app any forward-compatibility help, cause you've already tested it yourself on 1.6.
