If I select the 'Start a review' option for a resource that doesn't have anyone assigned, then the tesxt on the next page says "In order to review, click "Start" below and this will make you the reviewer for the 'None' role. " - If I then click on start an error occurs - assume because the current user hasn;t been assigned a role

Are you accessing the page as an admin (staff) user?

Yes - so assume this is why the issue is appearing.

Perhaps the best option here then is that if some is admin/staff and
hasn't been assigned a role, it prevents them from moving forward
(clicking the start button)?
