slight tweak to the documentation of errorbar #1743

Instigated by this thread on matplotlib-devel.

that xerr and yerr are always relative to the data location.

If a sequence of shape 2xN, errorbars are drawn at -row1 and
+row2
If a sequence of shape 2xN, errorbars are drawn at - row1

remove the space between '-' and 'row1' in order to be consistent with the rest of the documentation.

I like this wording very much. Nice and explicit and leaves little room for confusion.
