TST: use patched nose for py3.6 compat #5154

This gets 3.6 to pass, but requires running off of a branch on my fork of nose.

I have a PR upstream nose-devs/nose#952 which fixes the issue we have, but they have other 3.2/3.5/3.6 compatibility issues.

Nice, I don't have a problem running of a patched version of nose. I will try to keep an eye on upstream and toggle back when this is fixed
