Perhaps maybe the best route would be submit a fork where there is a pluggable architecture for storage types, hope that they atleast accept that, and then just create a plugin that implements filebrowser and host it seperately? Or maybe its already possibly, ill investigate later.
I was curious if there are any flags, either in the has_attached_file or in some setting where I can specify for paperclip to serve cloudfile assets over HTTPS?

No - I talked to the Thoughtbot guys at a conference, and they didn't seem very interested in pulling the Cloud Files features in.

I think they said that they only wanted to bring in features that they themselves used, and that they didn't use Cloud Files.
should of tried to get them a free trial (i heard you work at rackspace), i bet they would have changed they're mind VERY fast :)
