Added Halcyon.environment configurable attribute, including tests.

Added Halcyon.configurable_attr to make a clean API for simplifying 
configuration and app-wide object configuration. Improved and expanded

Added test to make sure private methods are not dispatchable. (Who knew 
Object.methods only returned public methods.)

Wrote specs for assuring that NoMethodErrors aren't returned as 404 when 
it is a 505. Clarified and cleaned up the error handling in the 
Halcyon::Application#dispatch method consequently. Should learn to write 
specs before committing and pushing broken code.

Fixed a subtle issue with rescueing NoMethodFound exceptions inside of the 
dispatching method and treating it like a 404. This is because any action 
could raise a NoMethodFound too. Much more careful and explicit, but no 
false positives should arise from this now.
