Blacklist Android Chrome for webp conversion

Visit the following url from Chrome on Android:

Note that the puzzle image is blue.  This appears to be a bug in webp handling 
on Android Chrome.  We're going to need to blacklist versions of Chrome on 
Android that have this bug.

Until we have a fix, disabling convert_jpeg_to_webp will work around the issue.

This just happened to me on an Android device...a leaf that should have been 
red renders as blue on chrome. Looks kinda cool and solarized, but not really 
the desired effect :)

Indeed, the fix for this bug won't be released until the next beta of
mod_pagespeed.  You can either disable convert_jpeg_to_webp or build
from head.
