= Page Review Process

Building on RBAC Base, users are restricted from accessing or editing
pages when they are not in the appropriate role.

Roles and their access:

 - Publisher (access to any type of page)
 - Reviewer (access to draft and reviewed pages)
 - Writer (access to draft pages)
