if a user entered a cc, and the account is expired, we should start payment from the moment they entered the CC, NOT from when it previously expired. It is not perfect for all cases, but it is a good default to work from, because the most common case is a new user's account expires, and a few weeks later they come in and enter a cc... we want to start payment then, NOT 2 weeks ago
