Requiring test_help before rails has fully booted can cause dependency 
failures, making tests fail.  Removing the requirement seems to solve this 
issue

Altered the testing rake task to invoke environment, rather than 
db:test:prepare. Invoking db:test:prepare causes the tests to lose their 
connection to the database.
