Adding #!/usr/bin/env sh causes TextMate not to set the RUBYLIB variable, 
which was causing the builder gem issue with rails to surface.

It's FIXED!   (Ugly, but effective workaround) Copy inspection to 
clipboard no longer appears as the second item on your clipboard (when 
running another clipboard manager)
