Learning something about boolean typecasting in PHP. When I tried to set the $site['debug'] to strtolower(...) to make sure 'true' was always 'true', it bombed I guess because it had already converted to a `1` and the comparission to 'true' wasn't working. If you don't specifically set it, it works as both 1(true) or 'true'. Weird.
