.Net: Process Framework: YAML declarative format

The declarative format should support the following cases:

• Reference a step from C#/Python code (by some unique identifier).
• Reference an agent from Agent YAML declarative format (by Agent YAML file name).
• Usage of inline prompt/agent, in order to be able to work with single prompt YAML file.
