Unable to resolve action actions/checkout@v4, unable to find version v4

I am trying to utilize the new Checkout multiple repos (private) feature with actions/checkout@v4 however I am getting this error message when I try to run it:

Error: Unable to resolve action actions/checkout@v4, unable to find version v4

I am currently using a self-hosted runner and am wondering if that is where the issue is stemming from? Any help/suggestions would be appreciated!

Edited: For my case, i'm using Self Hosted Runner and also Self hosted GHES.. Relevant with this: #661

Edited: For my needs, Follow this docs, Simply sync between self hosted GHES with GH Cloud, Delete local actions repository and use marketplace actions in cloud. https://docs.github.com/en/enterprise-server@3.11/admin/github-actions/managing-access-to-actions-from-githubcom/using-the-latest-version-of-the-official-bundled-actions

Same here Apr 2025 - we've been using v1.2.0 for a very long time but now it doesn't resolve in github
