Disabling telemetry (added in #4333)?

Hi!

Is it possible to disable the inline publish functionality telemetry added in #4333?

We have a few problems which prevent us from upgrading our self-hosted agents due to this:

• The agent encounters an error when trying to publish the data, depending on its permissions:

  [2023-10-13 08:26:41Z ERR VisualStudioServices] POST request to https://<redacted>/_apis/CustomerIntelligence/Events is 
  not authorized. Details: TF400813: The user '<redacted>' is not authorized to access this resource.
  [2023-10-13 08:26:41Z WARN TelemetryPublisher] Telemetry command failed: 
  Microsoft.VisualStudio.Services.Common.VssUnauthorizedException: TF400813: The user '<redacted>' 
  is not authorized to access this resource.
  

  It does not fail (in a terminating manner) due to this, e.g. during agent configuration, but it pollutes the agent's output.
• I could not find /_apis/CustomerIntelligence/Events in any of the REST APIs' versions' documentations, which is problematic if required for regulatory purposes.
• Depending on data privacy constraints, it might not be possible to give the agent ('s user) access to the resource.
