Revisit the JRTC Testing Framework

Currently, JRTC lacks a proper integration testing framework. Sample application tests are automated using a bash script that starts various JRTC components (e.g., decoder, reverse proxy). As a result, the testing process is fragile and not highly reliable.

We should revisit this, and write a integration test for #51
