Currently most test resources are cleaned up (vm/vmis, nodes, config)
following each spec, since AfterEach() is global and uncustomizable.
This does not enable running multiple test cases on a single set of
VMs without complete cleanup and restart in between.
Some tests may benefit from fine grained control
over their cleanup triggers, thus reduce test duration.
This change introduces a new decorator label 'skipGlobalCleanup',
for which decorated nodes will not go trough the current
global AfterEach() cleanup. Instead they will be caught by a new
AfterEach() that only runs OncePerOrderd

i.e. For ordered containers it will only run after the last
test, but for all others (including Serial) it will run after every test.

Summary of algorithm cases:
1) Regular parallel test: no change, cleanup after each test.
   Second AfterEach() no-op since no label.
2) Regular test with OncePerOrderedCleanup label (useless): not cleaned
   in first AfterEach() due to label, but caught by the second AfterEach().
3) Ordered test without label: no change, cleaned after each test.
4) Ordered test with label: skips first AfterEach(), caught by second
   but only OncePerOrdered i.e. after last test in ordered container.
5) Serial: just like regular i.e. #1/#2

This should ensure that:
A) Env is left clean after test.
B) All existing tests are not affected.
