Terminal suggest: Suggest isn't working in pwsh 5, until a pwsh 7 session is started

Repro:

1. Set default terminal to Windows PowerShell
2. Close all terminals
3. Reload window
4. Open terminal
5. Type git c, 🐛 no completions show
6. Create a pwsh 7 terminal
7. Open the Windows PowerShell terminal from step 4
8. Type git c, completions show 🤷

Is this still an issue? Wonder if it was just taking awhile in pwsh 5 and we weren't showing the loading indicator? Closing as I think so.

Think it's fixed, I've been on pwsh 5 by default for a while now
