Steps to Reproduce:

1. Create an environment in which several VS Code windows are open.
2. Use File - Exit to close all windows.
3. Open VS Code via a normal desktop/start menu/task bar icon so all windows reopen.

At this point all the VS Code windows will appear to use the titleBar.activeBackground color, even though only the last window to be opened is actually active.
