Copilot can't use the `Format Document` command

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.101.1
• OS Version: Windows 11 Pro

Steps to Reproduce:

1. Ask Copilot to format a file using the built-in format command
2. See that it can't perform the task

Basic JSON will fail too, so it is not Dart specific:

I can't say what is wrong since nothing is shown on the output like for other tools. I was expecting to use this in a custom prompt/instruction for it to always format its changes when it has completed editing the files.
