Description of Behavior

I get different test results depending on how JAWS is in PC cursor mode (automatic due to forms mode vs manually entering PC cursor mode). When running the test setup JAWS automatically goes into forms mode because focus is in a form field. If I press shift+tab I get the following output:

Personal Information heading level 3 Button expanded
To activate press Enter.

If I hit Escape after I run the test setup and manually enter PC Cursor mode, I get the following output using shift+tab:

Personal Information Button expanded
To activate press spacebar.
