Content has a meaningful and understandable structure where the purpose of each section is clearly indicated.

Even for information-oriented text this seems too prescriptive. Indicating purpose is meta-information (exemplified by section headings). There are styles of presentation that work differently, for example by developing an argument leading from sentence to sentence and linking paragraphs (sections) in a logical or associative manner where section headings or other means of advertising "purpose" interrupt the flow and would not be conducive to understanding.

Apart from that there are other types of content that may want to meet WCAG 3 outcomes that are not clearly information-oriented and may not use any means of meta-information. Should all these by default fail this outcome without section headings: diaries, dialogues, narration of all sorts?
