Consider noting that the definition intends to be agnostic to specific technology methodologies that are not specifically focused on web standards. Technologies will be cited and given as examples in some supporting documentation, just that the intent is not to endorse some particular methodology which may be contentious or not quite as universal as expected. In essence, technologies are choices available, not endorsing a particular brand of ideas?
Consider someone reading this definition and then visiting supporting docs and seeing references to specific technologies. These might seem like conflicting advice to mention PDF, etc. ? But it makes more sense if the focus is being agnostic to methodologies that have a philosophy tied with them perhaps.
